Toul Tom Poung — universally the Russian Market district — is Phnom Penh’s creative, café-dense quarter, and the best price-to-location value in the central city.
Named for the Soviet-era shoppers of the 1980s, Phsar Toul Tom Poung is still the market foreigners love most — antiques, fabric, coffee, and street food under one hot tin roof. The blocks around it have grown into Phnom Penh's café-and-creative district: specialty roasters, yoga studios, co-working corners, and a young international crowd that wants character without riverside prices.
This is the city's value sweet spot. Renovated one-bedrooms run $300–$550; modern one- and two-bedroom apartments with rooftop pools $500–$900; and larger family units and townhouses $900–$1,500. Like-for-like, expect to pay 15–25% less than BKK1, one district north, for a unit of the same standard.
The district suits remote workers, teachers, NGO staff, and anyone happy to trade a slightly longer ride to the CBD for lower rent and better breakfast. Streets 440, 450, and 155 are the axis of café life; the market itself handles daily shopping; and Toul Sleng Genocide Museum on the district's edge is a sobering, essential visit for every new resident.
